Let our HOA experts give your board a break.

Progressive Association Management provides HOA management across Los Angeles County from our Pasadena office. Today we manage 93 associations in 39 LA County cities, from Long Beach to the San Fernando Valley. Every board gets a local manager who carries no more than 10 communities, financial reports by the end of the following month, and the right to leave on 60 days’ notice.

That matters in a county this size. Public records list 7,201 associations across 113 LA County communities, together collecting about $646 million in dues each year. Each one depends on neighbors who agreed to serve on a board and quickly learned the job never ends at 5 p.m.

We work for those neighbors. 16,000+ owners across Southern California already rely on Progressive, and LA boards tend to ask us for the same three things: calls returned, property walked, records kept in order.

Your manager works out of our Pasadena office, so help is close. On a Saturday you might see our team running the Rose Bowl loop, biking the Long Beach shoreline path, or wandering the gardens at the Huntington. We live here too.

What we’re after is simple. A reserve fund that grows on schedule. Elevators, pools, and gates that keep working. Vendors who show up when they say they will. A building or neighborhood owners are glad to come back to.

What makes LA boards choose Progressive

Most boards that call us tell a version of the same story: a manager spread across too many properties, fees that crept up without explanation, and emails that sat for a week. We built our company to fix all three:

Worried about the handoff? Our transition specialists manage it start to finish. See the steps on Switching to Progressive.

Our 7 Progressive Guarantees put money behind those promises: fall short, and we cut your fee. If your manager isn’t the right fit, we’ll make a change.

There’s no long lock-in, either. Give us 60 days’ notice and you’re free to go. Boards stay with us because the service holds up, not because a contract says they have to.

Choose your LA County city

The number is how many of that city’s communities we manage, so this is where we already work rather than everywhere we can. No city by that name on the list does not mean we cannot help: if you are within thirty minutes of our Anaheim, Pasadena or Riverside offices, talk to us. City pages are being added county by county.

Straightforward pricing for LA County associations

See your management fee up front

You shouldn’t have to sit through a pitch to learn what management costs. Our rates are public, and your fee depends on two numbers: how many owners you have and what they pay in monthly dues.

The formula is a flat fee per owner plus 2% of monthly dues, which is below the industry average. Your board then picks how much help it wants with financial reporting and board meetings. Everyday work, like coordinating vendors or calling your association’s attorney, never gets billed as an extra.

Run your numbers in the calculator on our Pricing page, then request a written quote. It arrives within one business day. Every service and fee is itemized on our Transparency page.

Seven guarantees, in writing

Each of these is part of our contract, not a sales pitch. When we miss one, your fees drop.

  • Prompt responsesOwner questions get an answer within 2 business days

Who runs your community

Mom-and-pop firms can stall when a major repair or lawsuit lands. National companies can lose your board in a sea of accounts. Progressive sits in the middle: family-owned, with a deep support team, and managers who know your board members by name. A small Signal Hill building gets the same care as a large Whittier community.

Managers who aren’t stretched thin

When one manager juggles too many communities, calls go unanswered and small repairs turn into big ones. We limit every portfolio and hire for skill, not headcount.

Local to Los Angeles County

What are Los Angeles County HOA boards facing right now?

LA County boards are dealing with older condo buildings, city retrofit orders, reserves funded at under half, and an insurance market reshaped by the 2025 fires. Here’s the picture in numbers:

Condo-heavy and built decades ago

About two in five of the county’s associations sit inside the city of Los Angeles (2,832 of 7,201). Many are condo buildings rather than planned neighborhoods, which puts roofs, plumbing, parking structures, and elevators at the center of the budget. Much of our planning time with LA boards goes to sequencing those big-ticket systems so they don’t all come due at once.

Soft-story retrofits in the city of LA

Ordinance 183893 requires the City of Los Angeles to order retrofits for wood-frame buildings permitted before January 1, 1978 that have parking or open space on the ground floor with living space above. Once an order is served, owners have 2 years to pull permits and 7 years to finish construction.

For a condo association, that is a reserve and assessment decision, and we help boards plan it before the order shows up.

Reserves that need to catch up

Average reserve funding runs about 46% in Long Beach and 49% in Pasadena. A common rule of thumb treats anything under 30% as high risk for a special assessment and anything over 70% as low risk.

We coordinate your reserve study and set contributions that climb steadily, so owners aren’t handed one large bill later.

Insurance after the Eaton Fire

The January 2025 Eaton Fire burned about 14,021 acres around Altadena and destroyed 9,419 structures. Associations in fire-prone areas have seen master policies jump 200% to 500% in a single renewal or get dropped entirely.

We work with your broker well before renewal, keep defensible-space records on file, and know the California FAIR Plan raised its commercial limits to $20 million per building.

Balcony inspections under SB 326

SB 326 requires condo projects with three or more units to have balconies, decks, and walkways inspected by a licensed structural engineer or architect, then again at least every nine years. The findings have to be worked into the reserve study.

If your inspection is overdue, or the repairs it found aren’t funded, we’ll help you book it and budget the work.

Close to home

The Rose Bowl and the Huntington in the San Gabriel Valley, the Queen Mary in Long Beach, the Getty above Brentwood: LA County gives people plenty of reasons to stay put. A well-run HOA is one more.

Our property manager, Neil Murphy, is very responsive to questions/concerns that arise from residents in our HOA. When I could not get much help from accounting for a billing issue, he followed up to make sure it was addressed. Moreover, he is diligent in communicating with vendors regarding bids and projects.
