Upfront, published pricing
Your board should be able to understand a management bill at a glance.
That's why our fee covers the services you use, with no extra line items sprung on you later. We post our rates publicly too, so you can price things out on your own time.
Once your association is onboarded, budgeting gets easier.
You pay a 2% management fee, lower than what most firms charge, along with standard per-owner fees. Your board then picks how much financial and meeting help to add. That's the whole formula.
Our online Pricing calculator gives you a ballpark in minutes. Follow it up with a free quote request, and our team will send written confirmation within a day.
See every detail on our Pricing and Transparency pages.

- Service - Managers carry no more than 10 associations or 1,000 owners.

- CEO Access - Every owner gets direct email access to our CEO
- Transparency - We provide an HOASnapshot report if requested, and all contract and pricing information is provided upfront.
Built to grow with Whittier associations
From a small townhome group off Painter Avenue to a large planned community in the hills, we fit associations of every size. Being family-owned puts us in a comfortable middle ground. We have more resources than a mom-and-pop manager, yet we're far more hands-on than the big national firms. Small enough to know you, large enough to bring real expertise.
A team that has time for your board
Our managers aren't stretched across dozens of accounts. Keeping portfolios reasonable is how we make sure your board gets real attention.
Upbeat, proactive local managers are already serving associations in and around Whittier.
Regional supervisors guide them with years of hands-on experience.
Our family-run corporate office is full of long-time HOA professionals who know which state and federal rules affect your community.

Led by a reform-minded founder
Scott Brady entered Southern California real estate in 2012. He saw how HOAs were being run and started Progressive Association Management in 2020 to do it better. Since then he has championed reform with lawmakers, written the book on HOAs, and created tools that keep associations financially healthy.
Learning resources for your board
We care a lot about raising the bar for HOAs, so we've published a whole library of guides and videos that anyone can use.
Running things yourselves for a while? Those resources are still yours.
A guide for Whittier HOA boards
Pools, private streets, and shared slopes
Many Whittier associations maintain more than buildings. Shared pools, private streets, and landscaped slopes often fall to the association, and each one needs its own line in the budget and reserve study.
Drainage after the rains
Hillside communities have slope and drainage work that flatland buildings don't. After a heavy storm, someone should walk the retaining walls, V-ditches, and storm drains before minor erosion turns into a major repair. Boards can ask their manager to add a post-storm walk on top of the regular site inspections.
Earthquake history and fire exposure
The 1987 Whittier Narrows earthquake damaged many older buildings in Uptown, so seismic coverage is a fair question for any Whittier board. Communities that back onto the Puente Hills Habitat Preserve should also expect carriers to ask about brush clearance at renewal.
The projects that strain reserves
Slope repairs, private street resurfacing, and pool replacements are the big-ticket items most likely to outrun a thin reserve fund here. Funding them steadily through the reserve study is far easier on owners than a special assessment.
Whittier's history and open space
Whittier College, the Whittier Museum, and Pio Pico State Historic Park keep the city's past close by, and the Puente Hills give residents miles of trails just minutes from home.

Our HOA has had the privilege of working with Neil Murphy. I cannot begin to explain how much Neil has gone above and beyond for our community. He puts in an excessive amount of hours and keeps his cool. Neil, if you see this, we appreciate you and thank you for all your hardwork and dedication.
Our property manager, Neil Murphy, is very responsive to questions/concerns that arise from residents in our HOA. FAQs
Yes. Every community gets an on-site inspection at least once every two months. Boards that want extra walk-throughs can add them for a modest fee.
Think of it as a vehicle history report for your association. Our proprietary HOASnapshot gathers the CC&Rs, budget, reserve study, delinquencies, litigation, and other essentials into one prioritized summary. Boards rely on it as a baseline when weighing decisions.
Managing nearly 1,000 properties and more than 269 associations means we take coverage seriously. We maintain:
- General Liability – Coverage for bodily injury or property damage at an association, a rental, or on the job.
- Errors and Omissions – Protection for real estate activities, including association management, residential management, and sales.
- Cybertheft – Because money attracts thieves, this policy guards operating, trust, and reserve accounts.
- Workers Compensation – State coverage for any team member injured while working.
- Fidelity Bond – Our $1,000,000 bond safeguards the funds in our care.
It happens now and then. Just tell our management team and we'll reassign your community to a different manager. We only ask that boards allow a few months for a new manager to settle in before deciding.
Begin by ending your agreement with your current manager. Check the termination terms carefully. Notice periods are usually 30 or 60 days, but some contracts only allow cancellation in a single 30-day window and otherwise renew for another year. You can terminate by email or written notice. Then you sign with us, and the transition begins. We'll coordinate with your outgoing company, secure the owner role, gather governing documents, switch banks, and welcome your owners. A 30-day transition is possible, but 45 days is ideal.
