Signal Hill management without the headaches
Pricing posted in plain sight
No board should have to guess what management will cost.
We bundle our services into one all-inclusive rate, so you won't be hit with unexpected fees down the road. Our prices are public, and you can estimate your costs without picking up the phone.
Once you're a client, the numbers stay predictable.
Here's how it works: a 2% management fee, which comes in under the industry average, plus standard per-owner charges. Then your board decides on the financial and meeting support it prefers. Simple as that.
Try the calculator on our Pricing page for an instant estimate. After that, request a free quote and you'll have it confirmed in writing within one business day.

- Financial Reporting - Provided by the end of the following month
- Service - Managers carry no more than 10 associations or 1,000 owners.
- Satisfaction - The board can cancel the contract with 60 days' notice
- CEO Access - Every owner gets direct email access to our CEO
- Transparency - We provide an HOASnapshot report if requested, and all contract and pricing information is provided upfront.
A company that fits Signal Hill's scale
Most Signal Hill associations are on the smaller side, and that suits us fine. We're equally comfortable with much larger communities. Being family-owned, we land between a one-person operation and an impersonal national chain, with enough resources to handle anything and enough heart to know your name.
A team you won't have to chase down
We limit portfolios so our managers can stay focused. That's how your board gets prompt, thoughtful service instead of an overloaded inbox.
Our local managers are already serving communities around Signal Hill and Long Beach.
Regional supervisors are there to back them up with know-how.
Our corporate office, still owned by the founding family, is staffed with HOA professionals who track every federal and state law that affects you.
And you'll be able to email Scott Brady, our CEO and founder, directly.
The person behind Progressive
Scott Brady has spent his career in Southern California real estate, starting in 2012. In 2020, he founded Progressive Association Management to reform how HOAs are run. He's advocated for progress in local and state policy, written the book on HOAs, and developed tools that keep association finances sound.
Know-how for Signal Hill volunteers
Our free library of board resources reflects how much we care about better HOAs. Anyone can use it.
Self-managing? Use it as much as you like.
Insights for Signal Hill HOA boards
Townhomes on former oil-field land
Many Signal Hill associations are townhome communities built in the 1980s and 1990s on former oil-field land. Steep driveways, retaining walls, and shared garages are common, and each needs regular attention.
Check the records before you dig
Old oil-field land can come with abandoned wells and extra rules for excavation. Any project that touches the ground, from a new retaining wall to a sewer line replacement, should start with a review of city and state well records.
Seismic risk and hillside drainage
Signal Hill sits on the Newport-Inglewood fault, so seismic coverage belongs in every insurance conversation. Hillside lots also need drainage checks after heavy rain to keep slopes stable.
Retaining walls and garages
Retaining walls and shared garage structures are expensive to repair and easy to leave out of a reserve study. An annual walk-through helps catch cracks while they're still small.
Views and oil-boom history
On clear days, Hilltop Park's views stretch from downtown LA to Catalina, and the city's trails pass reminders of its oil-boom past.

Our HOA has had the privilege of working with Neil Murphy. I cannot begin to explain how much Neil has gone above and beyond for our community. He puts in an excessive amount of hours and keeps his cool. Neil, if you see this, we appreciate you and thank you for all your hardwork and dedication.
Our property manager, Neil Murphy, is very responsive to questions/concerns that arise from residents in our HOA. When I could not get much help from accounting for a billing issue, he followed up to make sure it was addressed. Moreover, he is diligent in communicating with vendors regarding bids and projects.

FAQs
Yes, at least every other month for an on-site inspection. Boards that want more frequent visits can request them for a small fee.
Picture a Carfax for your HOA. Our proprietary HOASnapshot brings together your CC&Rs, budget, reserve study, delinquencies, litigation, and other critical details, then sorts them by priority. Boards use it as the benchmark for future decisions.
We do. Managing roughly 1,000 properties and more than 269 associations, we treat insurance as a must. Our coverage includes:
- General Liability – Covers people and property if something goes wrong at a community, rental, or job.
- Errors and Omissions – Coverage for our agents in association management, residential management, and real estate sales.
- Cybertheft – Insures operating, trust, and reserve funds against criminals looking for a payday.
- Workers Compensation – State fund protection if anyone on our team is injured on duty.
- Fidelity Bond – We're bonded for $1,000,000 to protect funds on hand.
Just let us know. Our management team will move your community to a different manager. We'd only ask that you give your current manager a few months to get familiar with your board and property before you decide.
First comes terminating your current contract. Read it carefully. Some require 30 days' notice, some 60, and a few only allow cancellation during a single 30-day window before renewing for another year. Notice can be given by email or in writing. After you sign with us, our team runs the transition, which includes contacting your old manager, assuming the owner role, picking up governing documents, switching banks, and onboarding owners. Thirty days works in a pinch, but 45 is ideal.
