Fees you can figure in advance
Hidden fees have no place in HOA management.
That's why our price is all-inclusive. Routine services are covered, and we publish our rates so your board can estimate before calling.
After you sign, costs stay put.
A 2% management fee, lower than the industry average, plus standard per-owner charges. Your board adds the financial and meeting support it wants. That's the whole picture.
Our Pricing page calculator gives you a ballpark in minutes. Request a free quote and we'll confirm the final number in writing within one business day.

Seven written promises
All seven appear in our standard agreement. When we fall short, we fix it and you pay less.
- Response - Owner inquiries are answered within 2 business days
- Vendors - Work meets the board's standards
- Financial Reporting - Provided by the end of the following month
- Service - Managers carry no more than 10 associations or 1,000 owners.
- Satisfaction - The board can cancel the contract with 60 days' notice
- CEO Access - Every owner gets direct email access to our CEO
- Transparency - We provide an HOASnapshot report if requested, and all contract and pricing information is provided upfront.
A Tustin partner that's just the right size
We manage everything from small Old Town associations to large planned communities. Family ownership lets us bring more resources than a mom-and-pop manager while keeping things more personal than a national firm.
Managers who have bandwidth
Sustainable portfolios mean managers can stay focused on your board instead of rushing between too many accounts.
Our local managers already work with Tustin associations.
Regional supervisors back them up every day.
Our family-owned corporate office has HOA career pros who follow the federal and state laws that apply to you.
You'll even have the email of our founder and CEO, Scott Brady.
Why Scott Brady founded Progressive
Scott Brady has been working in Southern California real estate since 2012. He founded Progressive Association Management in 2020 after seeing how much HOA management needed reform. He's advocated for change with local and state leaders, written the book on HOAs, and created tools that keep association finances sound.
Resources for Tustin board members
We've put together a free resource library for board members because good information helps every HOA.
Self-managers are welcome to it.
Advice for new and established Tustin boards
Old Town condos to Legacy master plans
Tustin's associations include older condos near Old Town and newer communities at Tustin Legacy and in Tustin Ranch, many of them under master associations.
Starting off with an independent study
New communities at Tustin Legacy usually begin with a developer's budget. Ordering an independent reserve study is one of the smartest first moves a new board can make.
Foothill fire in North Tustin
Foothill neighborhoods in North Tustin have wildfire exposure, and the region's earthquake risk means coverage deserves a regular look as well.
Don't underfund the early years
Because everything looks new, young communities often contribute too little to reserves at first. Raising contributions gradually now avoids a steep jump when the first major replacements arrive.
Old Town, the hangar, and Peters Canyon
Old Town Tustin, the landmark blimp hangar at Tustin Legacy, and the trails of Peters Canyon make Tustin a distinctive place to live.

The manager for our property is Alyssa. She is very professional, always quick to return phone calls and emails, and is very proactive in getting needed quotes and repairs. She is a huge asset to Progressive.

I had the privilege of working with Alyssa Kraus. She is incredibly responsive, detail oriented, and knowledgeable. So grateful for all her help!
Our HOA has had the privilege of working with Neil Murphy. I cannot begin to explain how much Neil has gone above and beyond for our community. He puts in an excessive amount of hours and keeps his cool. Neil, if you see this, we appreciate you and thank you for all your hardwork and dedication.
Our property manager, Neil Murphy, is very responsive to questions/concerns that arise from residents in our HOA. When I could not get much help from accounting for a billing issue, he followed up to make sure it was addressed. Moreover, he is diligent in communicating with vendors regarding bids and projects.

FAQs
At least every other month, in person. Boards can request additional inspections for a small fee.
It's a proprietary association report that works like a Carfax. It distills your CC&Rs, budget, reserve study, delinquencies, litigation, and other critical details, then ranks them. Boards use it as their baseline.
Yes. Managing nearly 1,000 properties and over 269 associations, we carry comprehensive policies:
- General Liability – Covers injuries and property damage at communities, rentals, or job sites.
- Errors and Omissions – Protects our agents' management and sales work.
- Cybertheft – Insures operating, trust, and reserve funds against cybercrime.
- Workers Compensation – Covers our team for on-the-job injuries.
- Fidelity Bond – A $1,000,000 bond on funds in our care.
No problem. Our management team will assign a different manager. Please give the first one a few months to get to know your community first.
Start by terminating your current agreement. Check the terms carefully, since some require 30 days' notice, some 60, and some only allow cancellation during a particular 30-day window before renewing for a year. Email or written notice is fine. Then sign our contract and we'll handle the transition: contacting your old company, assuming the owner role, picking up governing documents, switching banks, and onboarding owners. Thirty days is enough, but 45 is better.
