Honest pricing
We don't think HOA boards should have to guess at management costs.
Our rates are published, and they're all-inclusive for standard services, so routine work never shows up as an extra charge.
Once you’re set up, your rates stay level.
The pricing combines a 2% fee below what most of the industry charges, simple per-owner costs, and financial and meeting services your board can tailor.
Our Pricing page has a calculator for a quick estimate. Request a free quote and we'll have it confirmed in writing within one business day.
You'll find complete details on our Pricing and Transparency pages.

- Financial Reporting - Provided by the end of the following month

Built for associations of every size
We manage small HOAs and large ones with the same care. As a family-owned company, we give you more support than an independent manager while staying more personal than the national firms.
Reliable people, start to finish
We limit each manager's portfolio so they can give every community proper focus.
Our local managers are proactive problem-solvers with a great attitude.
Regional supervisors in Riverside give them strong support.
Our corporate office rounds out the team with HOA experts versed in California and federal regulations.
Your board will have founder and CEO Scott Brady's email address, too.
Our founder, Scott Brady
Scott has been part of Southern California real estate since 2012. He opened Progressive Association Management in 2020 to change how HOA management gets done. He's a voice for HOA reform in local government and in Sacramento, has written the book on HOAs, and builds tools that help associations stay financially secure.
Resources for San Bernardino boards
Our free library gives board members straightforward answers on the topics that come up most in HOA life.
Self-managing boards can tap into it as well.
San Bernardino HOA board topics
Older condos and foothill communities
The city's associations include older condo complexes and foothill planned communities near the university, each with very different needs.
Brush, drainage, roofs, and pipes
Foothill associations need budgets for brush clearance and drainage, while older complexes need a long-term plan for plumbing and roofs.
The Old Fire and the San Andreas
The 2003 Old Fire burned into neighborhoods in north San Bernardino, and the San Andreas fault runs along the base of the mountains. Both shape insurance decisions here.
Keeping big repairs funded
Reroofing, plumbing replacement, and slope repairs are the most common large projects in San Bernardino. Steady funding prevents assessments.
Gateway to the mountains
CSUSB, quick access to the mountain communities, and plenty of Route 66 history give San Bernardino deep roots.

The manager for our property is Alyssa. She is very professional, always quick to return phone calls and emails, and is very proactive in getting needed quotes and repairs. She is a huge asset to Progressive.
Sam is by far the best I have worked with. She’s always available and replies in a timely manner. Always a pleasure working with her. Thank you for all you do for us.
I had the privilege of working with Alyssa Kraus. She is incredibly responsive, detail oriented, and knowledgeable. So grateful for all her help!
Our HOA has had the privilege of working with Neil Murphy. I cannot begin to explain how much Neil has gone above and beyond for our community. He puts in an excessive amount of hours and keeps his cool. Neil, if you see this, we appreciate you and thank you for all your hardwork and dedication.
Our property manager, Neil Murphy, is very responsive to questions/concerns that arise from residents in our HOA. When I could not get much help from accounting for a billing issue, he followed up to make sure it was addressed. Moreover, he is diligent in communicating with vendors regarding bids and projects.

FAQs
At least every two months for a full inspection. If your board wants more visits, they're available for a small fee.
It's our proprietary report card for your association, comparable to a Carfax. We summarize your CC&Rs, budget, reserve study, delinquencies, and litigation, and rank everything by importance so your board knows what to tackle first.
It does. Managing around 1,000 properties and more than 269 associations means we keep these in place:
- General Liability – Protects against damage or injury tied to our work or your community.
- Errors and Omissions – Protects against agent errors in management or sales.
- Cybertheft – Protects HOA funds from online theft.
- Workers Compensation – Protects employees injured while on the job.
- Fidelity Bond – Protects the funds we hold with a $1,000,000 bond.
No problem. Fit matters, and our leadership will reassign your HOA if needed. Just give your current manager a few months to get familiar with the community before deciding.
Begin by ending your agreement with your current company. Check the contract carefully, since notice can be 30 or 60 days and some only allow cancellation during a 30-day window before renewing for a full year. Written or emailed notice generally works. Once you sign with Progressive, our team handles the transfer. We'll contact your previous manager, take over as owner, collect governing documents, switch bank accounts, and onboard your owners. Thirty days is doable; 45 is ideal.
