Seven ways we stay on the hook
These aren't marketing slogans. They're contract terms, and missing one means a fix plus a smaller bill for you.
- Response - Owner inquiries are answered within 2 business days
- Vendors - Work meets the board's standards
- Financial Reporting - Provided by the end of the following month
- Service - Managers carry no more than 10 associations or 1,000 owners.
- Satisfaction - The board can cancel the contract with 60 days' notice
- CEO Access - Every owner gets direct email access to our CEO
- Transparency - We provide an HOASnapshot report if requested, and all contract and pricing information is provided upfront.
Personal, not corporate
Costa Mesa has tiny condo associations and sprawling townhome communities. We manage both comfortably. Family ownership keeps us grounded: we have the depth a one-person manager can't offer and the warmth a national corporation rarely offers.
Managers who return calls
It sounds basic, but it depends on workload. We limit how many communities each manager carries, which is why ours actually get back to you.
A few Costa Mesa associations already work with our managers.
Supervisors in the region provide a second set of eyes.
Our family-run headquarters supplies the legal and compliance depth, with career HOA staff tracking California and federal requirements.
Scott Brady, who founded the company and serves as CEO, gives every board his direct email.
Where Progressive came from
It started with Scott Brady, who entered Southern California real estate in 2012 and saw how much association management needed to change. He opened Progressive Association Management in 2020. Since then he's pushed lawmakers on reform, written the book on HOAs, and built tools that help boards keep their money safe.
Homework help for HOA boards
Our free library walks board members through budgets, meetings, and everything in between. We share it with everyone.
Clients and self-managers both welcome.
Costa Mesa HOA board focus areas
Westside, Mesa Verde, and SoCo
The city's associations range from older condo complexes on the Westside to townhome communities in Mesa Verde and newer projects near SoCo.
Old buildings and new reserves
Older Westside complexes are dealing with aging plumbing and balconies. Newer communities have the opposite task: building steady reserve contributions from the very start.
The Newport-Inglewood fault and coastal air
Costa Mesa lies near the Newport-Inglewood fault, and buildings on the Westside feel the effects of coastal moisture on their exteriors. Both deserve a place in your insurance review.
Balconies and repipes
In Costa Mesa's older complexes, the most common large projects are repiping and the balcony repairs that SB 326 inspections uncover. Funding both ahead of time avoids assessments.
Arts, shopping, and the OC Fair
South Coast Plaza, the Segerstrom Center, and the OC Fair every summer make Costa Mesa a regional hub.

The manager for our property is Alyssa. She is very professional, always quick to return phone calls and emails, and is very proactive in getting needed quotes and repairs. She is a huge asset to Progressive.

Our HOA has had the privilege of working with Neil Murphy. I cannot begin to explain how much Neil has gone above and beyond for our community. He puts in an excessive amount of hours and keeps his cool. Neil, if you see this, we appreciate you and thank you for all your hardwork and dedication.
Our property manager, Neil Murphy, is very responsive to questions/concerns that arise from residents in our HOA. When I could not get much help from accounting for a billing issue, he followed up to make sure it was addressed. Moreover, he is diligent in communicating with vendors regarding bids and projects.

FAQs
Regularly. You'll see your manager on-site no less than every two months, plus extra walk-throughs if your board books them for a small charge.
Our in-house association report. Picture a Carfax, but for an HOA: governing documents, the budget, reserve study, collections, legal issues, and more, all condensed and ranked by urgency. Boards keep it as a reference point for big decisions.
Our insurance does. We handle close to 1,000 properties and over 269 associations, so we carry:
- General Liability – If someone is injured or property is damaged during our work or on a property we manage.
- Errors and Omissions – Professional liability for our agents' management and sales activity.
- Cybertheft – Because scammers chase money, your operating, trust, and reserve funds are insured.
- Workers Compensation – Our employees are covered by the state fund for workplace injuries.
- Fidelity Bond – A million-dollar bond ($1,000,000) stands behind the funds we hold.
Tell us. Our management team will pair you with someone else. The only thing we ask is a few months of runway first, because a manager needs time to learn a new community.
Your part comes first: cancel with the current company. Read the contract before sending anything. You may owe 30 or 60 days' notice, or you may only be allowed out during a once-a-year 30-day window, after which it auto-renews. An email or letter is enough. Then sign with us, and the rest is on our team. We contact the old company, take the owner role, gather your documents, move the bank accounts, and get owners set up. Give us 45 days if you can; 30 if you can't.
